McClellan, CA – Larry Kelley and his senior management team at McClellan Park have joined the C.O.R.E. Group of Ali Mackani to lead the effort to develop a downtown Sacramento entertainment and sports complex. A weakness in the C.O.R.E. Group’s previous management was the lack of an experienced development team to lead the effort to make the project vision a reality. With the addition of Larry Kelley, the C.O.R.E. Group will now have that needed leadership and the equally important experience of working in a “Public-Private Partnership” which has been so successfully used in the redevelopment of McClellan Park.

Group consists of members who share a passion to see the Arena built downtown and who believe that a community-based coalition is critical to achieving local support and project success,” said President of McClellan Business Park, Larry Kelley. “A downtown arena has the ability to become a source of civic pride, revitalize our downtown core, generate income for our downtown businesses, and provide new sources of revenue for a struggling city budget. The construction will create jobs and reduce one of the highest unemployment rates in our state.”
The group has also added as legal counsel and advisors the law firm of Weintraub Genshlea Chediak with the firm’s managing shareholder real estate attorney Mike Kvarme and attorney Matt Massari adding their past experience and efforts towards a new Arena for the Sacramento region. Mike Kvarme represented the County of Sacramento in negotiating and structuring the master transaction for the sale of the former McClellan Air Force Base and the development of the public-private partnership between the County and the master developer of McClellan Park.
Larry Kelley and his senior management team at McClellan Park are uniquely qualified for this effort. In concert with the County of Sacramento, State of California and the Federal Government, the team is responsible for successfully executing one of the largest infill redevelopment and public private partnership projects in the United States with the redevelopment and privatization of the 3,000 acre former McClellan Air Force Base. With the demonstrated successful redevelopment, the McClellan Park team has received federal grant funds for infrastructure, obtained differing types of financing in the current economic environment, and successfully handled complex environmental remediation matters. The McClellan project has become a job generating center for the region, with approximately 15,000 jobs created, and increased the real estate tax roles of the County by over $450,000,000.
